Executive Order 11652 and the 1973 House report on special access

President Nixon's Executive Order 11652 of 8 March 1972 reset the classification system and allowed agency heads to create special access programs. A 1973 report by the House Committee on Government Operations criticised the spread of unregulated access labels. UAP Gerb dates the legacy programs' move behind SAP labels to this period (his reasoning).
