JANAP 146(C): CIRVIS and MERINT reporting (1954)

Joint Army-Navy-Air Publication 146(C), issued in 1954, set out how military and civilian pilots and ships' masters were to report vital intelligence sightings, including unidentified flying objects, as CIRVIS reports from the air and MERINT reports from the sea. It made unauthorised disclosure punishable under the Communications Act and the espionage laws. Gerb places it, with OPNAV 3820, as the 1954 clamp on Navy UFO and USO reporting beside AFR 200-2.
