National Programs Special Management Staff (NPMS)
A small staff office under the Under Secretary of Defense for Intelligence that handles sensitive national programs. Luis Elizondo says he directed it from about 2013 to 2017, the years he ran AATIP, and that his access ran through the NSC. UAP Gerb sees the post as one of the most cleared in the Pentagon and a hinge of NSC-led legacy programs, which is his inference.
