Special Access Program Oversight Committee (SAPOC) and Senior Review Group

  • On the record: created by Perry's 5 Jan 1994 memo, chaired by the DepSecDef; Deutch, Perry, Owens and Kaminski among its early members.
  • The claims: the Wilson-Davis notes (anonymous document) put the 1997 block here; Gerb's sources say a group of about two dozen took control in 1994.

The Pentagon committee, chaired by the Deputy Secretary of Defense, that has approved and overseen all DoD special access programs since William Perry restructured SAP oversight in January 1994; a Senior Review Group sits beneath it. Its first leaders, Deutch, Perry and Owens, had ties to SAIC. The leaked Wilson-Davis notes describe Adm. Wilson being blocked by people in this structure in 1997. UAP Gerb treats 1994 as the year legacy control shifted to a small committee of about two dozen people, and the SAPOC as the gate they use.

In 1994, out of fear of Clinton's appetite for disclosure, control moved from the NSC to a quasi industry-government group of 'just over two dozen' that sets policy, while the SAPOC/SRG provides the paper structure; the NRO forward-funding scandal of 1992-95 may have triggered the restructuring.anonymousLeadUAP Gerb (Sam)
