RAND Corporation

The Santa Monica think tank set up for the Air Force in 1946, the model for MITRE and the other FFRDCs. Its public record matters here for underground construction: deep-basing studies from 1957 and a 1972 tube-train study for speeds up to 14,000 mph. Andrew Kissner's 1994 statement lists RAND among the groups that studied 1947 crash material, and UAP Gerb places it with MITRE and Aerospace on the exploitation side of the legacy program.
