Former New Mexico state representative whose 1994 statement, presented by Linda Moulton Howe at a 2004 crash-retrieval conference, says discs recovered in 1947 went to the AEC's laboratories under Vannevar Bush and that a classified July 1948 executive order put them in civilian custody.
