  • What started it: a video of a triangle over a missile silo that seemed to defy gravity. It wasn't ours or any adversary's, and no government UFO program existed, so he created one at DIA.
  • His main claim: a hidden "Legacy Program" of the CIA, Air Force, Department of Energy and defense contractors has retrieved and reverse-engineered non-human craft for decades; a colleague warned he was "poking a hornet's nest".

At DIA he was chief of air and space warfare in the Defense Warning Office, co-founded AAWSAP, ran the later AATIP working group and was the first director of the UAP Task Force in 2020. Open questions

  • What if he is part of a managed-disclosure or disinformation effort? His biggest claims (the Legacy Program, Lockheed's 12 craft, Kirkpatrick as compromised) came only after he retired, in a book the government cleared. The most striking ones can't be checked: the window being has only him as a witness, and the craft rest on Jim Ryder, who died in 2018. Against that, the home encounters were in print in 2021 under the name "Axelrod", before the book, and Rep. Burlison says Stratton helped identify the gatekeepers. Open question; no finding.
